Rock River at Latham Park affecting Winnebago County.

* WHAT...Minor flooding is occurring and moderate flooding is
forecast.

* WHERE...Rock River from Swanson Road in Roscoe downstream to
Shorewood Park in Loves Park, including the Latham Park gauge.

* WHEN...Until further notice.

* IMPACTS...At 10.5 feet, Low-lying sections of Shore Drive are
threatened between Wilson Avenue and Park Road in Machesney Park.
Water overflows low-lying river banks along East Drive in Loves
Park. Low-lying areas of Martin Memorial Park are inundated.
At 11.0 feet, Low-lying sections of Harbor Oaks Drive are
threatened in north Machesney Park. Low-lying residences are
threatened along Queen Oaks Drive in Machesney Park. Browns Beach
Road is threatened in north Rockford. Lower parking lot of
Sportscore One is inundated in north Rockford.
At 11.5 feet, Queen Oaks Drive is threatened in Machesney Park.
Lower-level of elevated structures threatened along Harbor Lights
Court west of Machesney Park. Ritter Drive is threatened north of
Baldwin Drive in Machesney Park.

downstream in Avon Township of Rock County, including Beloit
Newark Rd. In the Avon Bottoms area of Rock County, flooding is
occurring in Sugar River Park. In Illinois, Winslow Rd is
threatened near the river between Durand and Shirland. Low lying
areas of Sugar Shores Camping Resort may be inundated.

* ADDITIONAL DETAILS...
- At 10:00 AM CDT Friday the stage was 5.7 feet.
- Bankfull stage is 4.5 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 10:00 AM CDT Friday was 6.2 feet.
- Forecast...The river is expected to rise to a crest of 5.8
feet this evening. It will then fall below flood stage early
Sunday afternoon.
- Flood stage is 5.0 feet.
- Flood History...This crest compares to a previous crest of
5.7 feet on 04/28/2009.

* IMPACTS...At 12.2 feet, There is widespread flooding in the Afton
and Janesville areas. Numerous roads and streets adjacent to the
river are closed including South River Road on the south side of
Janesville, several blocks of Joseph and Charles Streets, a
portion of Main Street, and North Loop Road at Traxler Park.  The
on-ramp to Memorial Drive is closed as is a portion of Riverside
Drive. Traxler Park off of Memorial Drive in Janesville is flooded
and closed.

* ADDITIONAL DETAILS...
- At 10:00 AM CDT Friday the stage was 9.2 feet.
- Bankfull stage is 8.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 10:00 AM CDT Friday was 9.2 feet.
- Forecast...The river is expected to rise to 11.9 feet
Thursday evening. Additional rises are possible thereafter.
- Flood stage is 9.0 feet.
- Flood History...This crest compares to a previous crest of
11.9 feet on 04/05/1979.

...Another round of thunderstorms expected Friday afternoon and Friday night...

ESFLOT

Additional thunderstorms are expected Friday afternoon and Friday
night across northern Illinois and northwest Indiana. Atmospheric
conditions are favorable for some of these storms to produce
locally heavy rainfall.

Many rivers across northern Illinois and northwest Indiana remain
elevated. Soil moisture also remains elevated in many areas,
especially in northern Illinois along the Wisconsin border. Thus,
any heavy rainfall that occurs could lead to flooding of rivers,
creeks, urban and low-lying areas. Rivers such as the Rock, Fox
and Des Plaines which are already in flood in some locations, may
be especially prone to rainfall which could exacerbate ongoing
flooding.

This outlook means that elevated water levels and potential
impacts are possible, but not yet certain. Persons should closely
monitor forecasts including the possibility of flood watches,
warnings, and advisories.

This outlook will be updated by Friday afternoon.
